Every state runs its own insurance department. They license the agents and carriers doing business in the state, approve annuity and life insurance products, hold the complaint process, and publish the consumer guides that explain your rights. If you want to check that a producer or a carrier is licensed where you live, or you have a complaint you cannot resolve with the company, your state department is the place to start.
Below are all 54 departments across the 50 states, the District of Columbia and the U.S. territories, with a direct phone number and a link to each department. Links were checked in September 2026.
When to contact your state insurance department
- Verify a license. Every state lets you look up whether an agent or carrier is licensed there. We are licensed in 47 states; our license numbers are on that page.
- File a complaint. If a carrier will not pay a claim, delays a surrender, or you believe you were misled, the department takes the complaint and requires the company to respond.
- Check a product. Annuity contracts are approved state by state, so features and surrender schedules can differ from the brochure you were handed.
- Understand your protections. Guaranty association coverage is separate from the department: see state guaranty association limits for who pays if a carrier fails.
